City of Camden, Camden Redevelopment Agency OVERVIEW
DESCRIPTION The City of Camden commissioned Avatar Environmental to conduct an environmental risk characterization to evaluate potential PCB and dioxin/furan contamination at the former Radio Corporation of America (RCA) Facility Building 8 in Camden, NJ. The project was managed by the Camden Redevelopment Agency (CRA) on behalf of the City. The goal of this evaluation was to ensure that the planned cleanup standards for PCBs and dioxin/furans were adequately protective of human health for both future residents and construction workers. The former RCA Facility Building 8 is an improved lot with a 10-story, steel, brick and concrete building, formerly used by RCA for manufacturing activities. It is currently vacant and in deteriorating condition. In 1995, the building was damaged by fire, smoke, and water. The building is planned for remediation and transfer to a private developer to support enhanced use in an economically depressed area. The final end use is planned for residential condominiums, retail space, and office space. Avatar incorporated the planned remediation activities as they pertain to PCBs and dioxin/furans into the environmental assessment, and evaluated whether the planned cleanup levels were adequately protective of public health, specifically for future residents and construction workers. Based on a comparison of the proposed sampling strategy with applicable EPA guidance for cleanup of PCB spills, a review of the applicability and health protectiveness of the allowable clean up criteria for PCBs and dioxin/furans, and a review of supplemental cleanup and sampling and analysis strategies after cleanup, Avatar determined that the sampling and analysis strategy is more than sufficient to identify any significant contamination above allowable levels and would satisfy EPA regulatory criteria. Based on this environmental assessment, planned remediation and reuse plans were confirmed.
